Prohibits Community Development Block Grant (CDBG) funds under Section 106 of the Housing and Community Development Act of 1974 from being used to assist individuals who are not U.S. nationals or lawful permanent residents, effective fiscal year 2024 and beyond.

Bars the Secretary of Housing and Urban Development from awarding grants to any state, local government, or Indian tribe that operates housing or community development programs providing assistance to non-citizens without permanent resident status.

Amends Sections 103 and 105 of the Housing and Community Development Act of 1974 (42 U.S.C. 5303 and 5305) to codify these restrictions.
