Prohibits commercial greyhound racing, live lure training, and open field coursing when greyhounds are moved in interstate or foreign commerce, effective October 1, 2027

Bans simulcast betting and wagering on greyhound races in interstate or foreign commerce, as well as the sale, transport, or possession of greyhounds for prohibited racing activities

Establishes criminal penalties of up to 7 years imprisonment and fines for each violation, with each instance treated as a separate offense

Authorizes the Secretary of Agriculture to conduct investigations with assistance from the FBI, Treasury Department, and state/local law enforcement agencies

Amends the Animal Welfare Act to include "hares" in the definition of protected animals, while preserving state laws on gambling and animal welfare and leaving horse racing regulations unchanged
