Amends the Animal Welfare Act to direct the Secretary of Agriculture to establish a grant program for animal shelters and similar entities to support animal care operations

Grants may be used for feeding, sheltering, veterinary care, recreational activities, and hiring, training, and retaining staff

Grant terms are limited to 3 years but are renewable upon submission of required reports to the Secretary

Grant recipients must submit annual reports detailing the number and outcomes of animals by species and how grant funds were used, beginning 180 days after the first grant is awarded

Secretary of Agriculture must submit annual reports to the House and Senate Agriculture Committees on program effectiveness and must promulgate implementing regulations within 180 days of enactment
