Defines "advanced AI semiconductor" by specific technical thresholds including total processing performance of 2,400+, DRAM bandwidth exceeding 4,100 GB/s, or interconnect bandwidth exceeding 1,100 GB/s

Exempts humanitarian exports, U.S. diplomatic facility operations, and chips previously exported that are returning for repair or replacement

Includes a 3-year sunset provision from date of enactment
