Establishes a USDA grant program through the Agricultural Marketing Service to fund domestic market development, maintenance, and expansion for U.S.-grown specialty crops

Requires grant recipients to submit marketing plans describing promotional activities and provide non-Federal matching funds of at least 25% of the grant amount, which may include in-kind support

Eligible organizations include U.S. agricultural trade organizations, cooperatives, state agencies, private organizations, and specialty crop organizations operating under Federal marketing orders that promote domestically produced specialty crops

Prohibits use of funds to assist foreign for-profit corporations promoting foreign products or large for-profit corporations (except cooperatives, certain associations, and nonprofit trade associations)

Authorizes $75 million annually beginning in fiscal year 2026, with provisions for multiyear grants subject to annual compliance reviews and potential termination for non-compliance
