Requires federally assisted housing units to maintain indoor temperatures between 71 and 81 degrees Fahrenheit for resident safety and comfort

Authorizes the HUD Secretary to mandate temperature requirements for dwelling units receiving housing assistance payments under Section 8 project-based assistance

Permits use of Capital Fund and Operating Fund money to ensure public housing units meet the temperature standards

Extends the same 71-81 degree Fahrenheit temperature requirements to supportive housing for the elderly under Section 202 of the Housing Act of 1959

Amends the United States Housing Act of 1937 and the Housing Act of 1959 to implement these temperature standards
