Expands the Smith River National Recreation Area into Oregon by adding lands depicted on the January 23, 2023 map titled "Proposed Additions to the Smith River National Recreation Area"

Designates approximately 75 miles of North Fork Smith River tributaries in Oregon as wild rivers under the Wild and Scenic Rivers Act, including Baldface Creek (13.26 miles), Chrome Creek (8.58 miles), Cedar Creek (4.90 miles), and 20+ additional creek segments

Requires the Secretary of Agriculture to conduct a 5-year study of streams, wetlands, plants (including Port-Orford-cedar), wildlife, and habitat in the expansion area, then modify management plans to protect inventoried values

Directs acquisition of the 555-acre "Cedar Creek Parcel" in Oregon, subject to Oregon State Land Board resolution and available funding

Requires memoranda of understanding with Indian Tribes to provide access for historical, cultural activities, and procurement of noncommercial forest products in the Oregon portions of the recreation area
