Adds 300 annual appointments per academy selected from qualified alternates based on composite score rank, and increases ranked alternates on congressional nomination slates from 9 to 14

Requires annual reports to Congress detailing minimum score thresholds, all waivers granted with explanations, and tracking of waived cadets' academic performance, conduct violations, and retention status
