Codifies the Transportation Security Administration's (TSA) responsibility for securing pipeline transportation and facilities against cybersecurity threats, terrorism, and other security threats, in consultation with the Cybersecurity and Infrastructure Security Agency (CISA)

Requires TSA to develop and update security guidelines consistent with the NIST Cybersecurity Framework, promulgate security directives and regulations as needed, and share threat intelligence with federal, state, local, tribal, and private sector stakeholders

Mandates TSA to assess, inspect, and rank security risks at pipeline facilities, including reviewing owners' and operators' security policies, plans, practices, and training programs

Requires TSA to convene at least one industry day within one year of enactment for stakeholder engagement, and to report to Congress biennially on pipeline security activities

Directs TSA to develop a personnel strategy within 180 days that includes an assessment of cybersecurity expertise needs and resources, with a GAO review of implementation due within two years
