Secretary of the Interior must enter into agreements with local government agencies to provide lifeguards at federal swimming areas experiencing staffing shortages

Applies to swimming areas managed by the National Park Service, U.S. Fish and Wildlife Service, Bureau of Land Management, and Bureau of Reclamation

Local government agencies must be fully reimbursed for all reasonable costs of providing lifeguard services under these agreements

Existing federal-local lifeguard agreements must be amended to provide full reimbursement, regardless of original cost-sharing terms

"Staffing shortage" is defined as inadequate staffing that results or will likely result in swim locations being left unmonitored during normal operating hours, excluding temporary absences like sick leave
