Adds new construction of affordable housing as an eligible activity under the Community Development Block Grant (CDBG) Program by amending Section 105 of the Housing and Community Development Act of 1974

Defines "affordable housing" using the existing standard from Section 215 of the Cranston-Gonzalez National Affordable Housing Act (42 U.S.C. 12745)

Extends low and moderate income requirements to new construction projects, in addition to existing rehabilitation activities

Applies only to CDBG funds appropriated after the date of enactment
