Amends Section 3706(c) of title 10, United States Code to eliminate a legal defense available to defense contractors in cost and pricing disputes

Adds a new provision preventing contractors from using late-submitted cost or pricing data as a defense when the updates were submitted after the contract price agreement date

Specifically targets pricing data updates that were based on information more than 30 days old at the time of submission

Applies to both prime contractors and subcontractors in defense procurement contracts and contract modifications
