Designates approximately 98.5 miles of Montana rivers and streams as Wild and Scenic Rivers, including 42 miles of the Madison River, 39.5 miles of the Gallatin River, 4.6 miles of Hyalite Creek, 7.3 miles of Cabin Creek, and 5.1 miles of the Middle Fork of Cabin Creek

Classifies the Madison and Gallatin Rivers as recreational rivers and the three creek segments as scenic rivers, all to be administered by the Secretary of Agriculture

Protects existing water rights including Federal, Tribal, and interstate water compacts, and prohibits land acquisition within designated boundaries without owner consent

Preserves operations of Hebgen Dam and Madison Dam (FERC P-2188), which generate 12 MW of hydropower, and allows future hydropower additions to Hebgen Dam while prohibiting dam expansion into the designated river segments

Authorizes appropriations as necessary for implementation
