Prohibits the Secretary of Defense from issuing any new COVID-19 vaccine mandate without express Congressional authorization

Requires all service members discharged solely for refusing the COVID-19 vaccine to receive honorable discharge status, and allows those discharged to apply for reinstatement at their highest prior grade with back pay

Mandates expungement of all adverse actions related to COVID-19 vaccination status from service members' records and compensates members for lost pay and benefits from such actions

Releases separated service members from any obligation to repay bonuses and requires reimbursement for bonus repayments already made

Requires the Department of Defense to provide equal professional development and promotion opportunities to unvaccinated members, with vaccination status only considered for deployments where foreign country laws require it
