Creates a 6-month foreclosure moratorium preventing mortgage servicers from initiating foreclosure proceedings, scheduling sales, or executing foreclosure-related evictions on occupied 1-4 unit residential properties in disaster areas

Protects tenants who temporarily relocate during disasters by guaranteeing their right to return and re-establish occupancy without re-screening requirements

Requires landlords to provide at least 30 days notice to vacate and prohibits issuing such notices until after the eviction moratorium expires

Applies to disasters declared by the President under the National Emergencies Act or Stafford Act, as well as disasters declared by state governors, DC Mayor, or tribal government executives
