Adds State Acres for Wildlife Enhancement (SAFE) practice to the continuous enrollment options under the Conservation Reserve Program (CRP)

Allows emergency haying on up to 50% of CRP contract acres during the final 2 weeks of primary nesting season when counties experience D2 (severe drought) or greater conditions, at least 40% forage production loss, or other natural disasters

Authorizes cost-sharing payments for grazing infrastructure including interior and perimeter fencing, water wells, pipelines, and water tanks when grazing addresses a resource concern in the conservation plan

Increases the annual rental payment limitation per person from $50,000 to $125,000

Enables land with federally-funded grazing infrastructure to remain eligible for CRP reenrollment after contract expiration, and provides cost-sharing for mid-contract management activities not related to haying or grazing
