Amends Section 501(b) of the United States Information and Educational Exchange Act of 1948 to prohibit dissemination of U.S. government-produced information intended for foreign audiences within the United States, its territories, or possessions

Requires such information to be made available in English at the Department of State upon request, but only for examination purposes following its release abroad

Limits access to representatives of U.S. press associations, newspapers, magazines, radio systems and stations, research students, and scholars

Separately allows Members of Congress to examine the materials upon request

Effectively reverses provisions from the 2012 Smith-Mundt Modernization Act that had allowed domestic dissemination of State Department and Broadcasting Board of Governors content
