H.R. 513 - Offshore Lands Authorities Act of 2025

• Nullifies 8 presidential memoranda and executive orders from 2014-2025 that withdrew offshore areas from oil and gas leasing, including regions in the Arctic (Chukchi Sea, Beaufort Sea, North Aleutian Basin), Atlantic coast canyons, Gulf of Mexico, and Pacific areas

• Limits future presidential withdrawals of outer continental shelf lands to no more than 150,000 acres per withdrawal, 500,000 acres cumulative without Congressional approval, and maximum 20-year duration

• Requires the Secretary of Interior to complete geological/mineral resource assessments, economic/energy/national security value assessments, and federal revenue impact analyses before any withdrawal can occur

• Establishes Congressional disapproval procedures allowing either chamber to nullify a presidential withdrawal through expedited joint resolution with limited debate (10 hours in Senate) and no amendments permitted

• Prohibits presidential withdrawals that conflict with areas included in approved 5-year oil and gas leasing programs under the Outer Continental Shelf Lands Act
