Prohibits the Secretary of Agriculture and Farm Service Agency employees from disclosing applicant or recipient information to special government employees or government employees detailed to the agency under section 3341 of title 5

Allows disclosure of information transformed into statistical or aggregate form that does not identify the provider

Permits disclosure with the provider's consent, provided consent is not required as a condition of program participation or benefit receipt

Establishes criminal penalties of up to $10,000 in fines, up to 1 year imprisonment, or both for knowing violations

Amends Section 339 of the Consolidated Farm and Rural Development Act (7 U.S.C. 1989) to add these privacy protections
