Requires Puerto Rico to submit a plan of operation to the Secretary of Agriculture within 180 days of designating an administering agency, with the Secretary providing technical assistance upon request

Establishes a transition period of up to 5 years during which the Secretary may continue operating Puerto Rico's existing consolidated block grant while implementing the switch to SNAP

Requires the Secretary to approve or disapprove Puerto Rico's plan within 180 days and certify to Congress within 90 days of approval that Puerto Rico qualifies for SNAP participation

Sets the effective date for the amendments at 10 years after enactment, with annual reporting to Congress on transition progress and funding requirements
