Secretary of Defense may establish within 1 year a competitive grant program to expand domestic bioindustrial manufacturing capacity for critical biomanufactured products relevant to defense needs

Awards to private entities for establishing, upgrading, or retooling U.S.-based bioindustrial manufacturing facilities, with selection criteria including supply chain resilience, warfighter capability needs, facility versatility, and geographic distribution

Recipients must submit periodic reports on facility progress, funding timelines, products being manufactured, and progress toward Department of Defense supply agreements

Secretary must submit initial report to Armed Services Committees within 90 days on funding allocation plans, followed by annual reports detailing awards made, recipient information, and alignment with defense priorities

Program terminates 10 years after enactment, with presidential authority to extend if continuation is deemed necessary for national economic and security needs
