Requires National Flood Insurance Program rate maps to include planimetric features (roads, structure footprints, rivers, lakes) with associated parcel identification data and addresses

Mandates rate maps be updated within 5 years of the National Geodetic Survey completing the National Spatial Reference System 2022 and conform to E-Government Act geospatial protocols

Directs FEMA Administrator to coordinate with U.S. Geological Survey to maintain and modernize stream gage station networks, including adding stations in high-risk areas and reactivating inactive stations

Creates a public national geospatial data repository on FEMA's website providing property-level access to flood risk data, insurance zones, elevations, hydrologic models, and hazard mitigation plans

Allocates 5% of revenue collected under federal policy fees each fiscal quarter from the National Flood Insurance Fund for creating and maintaining accurate rate maps
