Federal contract solicitations cannot include minimum education requirements for contractor personnel unless the contracting officer provides written justification explaining why agency needs cannot be met without such requirements

Office of Management and Budget must issue implementation guidance to executive agencies within 180 days, including instructions encouraging alternatives to education requirements

Amendments apply to solicitations issued 15 months or more after enactment; repeals Section 813 of the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001

GAO must submit a compliance evaluation report to Congress within 3 years of enactment

"Education" is defined as associate, baccalaureate, graduate, or professional degrees from accredited institutions, including specified coursework requirements
