Amends the Food, Conservation, and Energy Act of 2008 to establish mandatory funding from the Commodity Credit Corporation for reimbursement payments to geographically disadvantaged farmers and ranchers

Provides escalating annual funding: $10 million (FY2026), $11 million (FY2027), $12 million (FY2028), $13 million (FY2029), $14 million (FY2030), and $15 million for FY2031 and each year thereafter

Removes the requirement that payments be subject to the availability of appropriated funds, converting the program from discretionary to mandatory spending

Eliminates payment limitations on individual farmers and ranchers when total available funding meets or exceeds the amount needed to fulfill all applications received
