Establishes an Under Secretary of State for Management responsible for Department administration, including acquisitions, human resources, health programs, information technology, facilities, security, and consular affairs

Creates or authorizes multiple bureaus and assistant secretaries under the Under Secretary for Management: Administration, Diplomatic Technology, Consular Affairs, Diplomatic Security, Asset Management, and Human Resources, each with defined responsibilities and appropriations for fiscal years 2026-2027

Authorizes special agents of the Department to conduct investigations into passport/visa fraud, identity theft, and human trafficking, and to carry firearms, make arrests, and provide protective services for the Secretary, foreign dignitaries, and diplomatic facilities

Expands consular fee authorities through fiscal years 2026-2027, including allowing passport and immigrant visa surcharges to fund consular services, and extends special hiring authority for passport services from 3 to 5 years

Regulates foreign mission property in the United States, requiring 60-day notification before acquisitions or dispositions of real property, authorizing divestiture requirements, and restricting property acquisitions by covered foreign countries (Communist nations and state sponsors of terrorism) that could enhance intelligence capabilities against the US
