Establishes an Under Secretary for Foreign Assistance within the Department of State, responsible for creating and maintaining foreign allies and partners, overseeing human rights and humanitarian affairs, and matters related to POWs and MIAs

Creates a Director of United States Foreign Assistance Oversight position to coordinate strategic oversight of all foreign assistance activities across State Department and other agencies including the Millennium Challenge Corporation, DFC, Treasury, and Export-Import Bank

Establishes an Office of Foreign Assistance Oversight to develop comprehensive foreign assistance strategies, coordinate interagency planning, allocate funding across thematic and regional areas, and ensure monitoring, evaluation, and transparency of programs

Requires the Office to generate data-driven performance assessments and policy diagnostics for dissemination to Congress and the Executive Office of the President

Authorizes appropriations for fiscal years 2026 and 2027 from funds allocated under section 141, with provisions to be codified in sections 160–190 of title 22, United States Code
