Authorizes the Secretary of the Interior to enter into a one-time agreement (up to 5 years) with the Gateway Arch Park Foundation to host private events at Gateway Arch National Park, including in the Arch Visitor Center and Old Courthouse.

Requires the agreement to include resource protections such as limits on event frequency, appropriate NPS staffing levels, liability insurance listing the United States as additionally insured, and federal liability protections.

Private events must be consistent with park purposes, compatible with NPS programs, and cannot prevent or disrupt public access to the park or buildings.

Secretary must charge fees to cover maintenance costs from wear and tear and may recover all costs including utilities, security, administrative expenses, and personnel.

Authority to enter into agreements sunsets 7 years after enactment, and the Secretary must submit a report to Congress within 4 years evaluating operational and financial impacts.
