Increases the VA mileage reimbursement rate for veteran transportation from the current 41.5 cents per mile to match the GSA rate for privately owned automobiles when no government vehicle is available

Prohibits the VA from requiring any deductible for travel related to examination, treatment, or care

Expands eligibility for transportation reimbursement to include approved personal care providers, veterans service organizations, and local government veterans service agencies (including their employees and volunteers)

Allows veterans service organizations providing transportation to VA facilities to receive reimbursement from the Department, reversing the prior prohibition on such payments
