Establishes the "Transatlantic Growth Enterprise" program under the Secretary of State to strengthen U.S. relations with Central and Eastern European countries including Czech Republic, Poland, Slovakia, Hungary, Romania, Moldova, Ukraine, and Bulgaria

Focuses on expanding business-to-business ties, energy sector cooperation (including nuclear energy), people-to-people connections, and security cooperation to counter Russian and Chinese influence in the region

Requires the Secretary of State to convene stakeholders from participating countries at least twice per year, including government officials, business leaders, and civil society representatives

Prohibits engagement with Enterprise country officials determined to be undermining U.S. interests through cooperation with Russia or China, or through bilateral agreements allowing Russian or Chinese military/police forces on their territory

Mandates an implementation report within 180 days of enactment (and annually thereafter) detailing Enterprise activities, plus an energy strategy report within one year assessing opportunities to reduce regional dependency on Russian and Chinese energy sectors
