Establishes an Office of Subnational Diplomacy within the Department of State to facilitate work between the federal government and state, county, city, and municipal governments on foreign policy matters

Creates a Special Representative for Subnational Diplomacy position reporting to the Under Secretary of Economic Affairs to lead the office and serve as principal official on subnational engagement matters

Directs the office to advise local governments on risks of engagements with countries of concern and share best practices for building resilience against foreign political interference and malign influence

Provides assistance to subnational governments in attracting foreign direct investment, bidding to host major international events, advancing sports diplomacy, and building staff capacity for engaging with foreign countries

Requires coordination with associations of subnational elected leaders including the U.S. Conference of Mayors, National Governors Association, and National League of Cities
