Establishes presumptive service connection for veterans who served at the Pentagon Reservation between September 11, 2001 and November 19, 2001

Covered diseases include asthma, chronic obstructive pulmonary disease, emphysema, tracheomalacia, cancer of any type, cardiovascular disease, skin disease, and respiratory disease

Veterans with these conditions would be presumed to have incurred them during active service, eliminating the need to prove direct causation from toxin exposure

Allows the Secretary of Veterans Affairs to add additional conditions through regulation if a positive association with identified substances or airborne hazards is determined
