Requires the Secretaries of HUD, Agriculture, Veterans Affairs, Treasury, and the Director of the Federal Housing Finance Agency to establish a memorandum of understanding within 1 year to share and coordinate housing-related research and market data for evidence-based policymaking

Mandates a joint interagency report to Congress within 1 year with policy proposals addressing federal housing finance coordination, mortgage cost reduction, housing construction barriers, and development incentives

Report must include proposals on local regulatory barriers to housing production, insurance costs affecting housing markets, down payment assistance programs, and disaster resilience coordination

Report to be submitted to Senate Banking, Finance, and Veterans' Affairs Committees, and House Financial Services, Ways and Means, and Veterans' Affairs Committees
