Secretary of the Interior and Secretary of Agriculture must each conduct studies to identify programmatic or administrative barriers to timely review of broadband land use authorization requests on federal lands

Studies must also examine potential rule or regulation revisions to improve review efficiency and identify processes for prioritizing broadband authorization requests

Joint report due to Congress within 1 year of enactment, describing study results and including a staffing plan to ensure timely review of broadband authorizations at Bureau of Land Management and Forest Service offices

Broadband land use authorizations cover easements, rights-of-way, leases, licenses, or other authorizations for locating or modifying communications facilities on public lands and National Forest System land
