Report must be submitted to six congressional committees: Senate Banking, Agriculture, and Veterans' Affairs committees, plus House Financial Services, Agriculture, and Veterans' Affairs committees

Report must be published in the Federal Register with a 30-day public comment period prior to congressional submission
