Secretary of Defense may establish one or more National Security and Defense Artificial Intelligence Institutes at senior military colleges to conduct AI research focused on cross-cutting national security challenges

Institutes must create partnerships among federal agencies, universities, community colleges, nonprofit research organizations, federal laboratories, state/local/tribal governments, and private industry including Defense Industrial Base and startups

Financial assistance awarded for 5-year periods with option to renew for one additional 5-year term, using competitive merit-based review process

Funds may support curated data sets for AI training/testing, testbed development, computing resources, technical assistance, and workforce development in AI disciplines

All recipients including subgrantees must be based in the United States; no financial assistance may be awarded to entities outside the U.S.
