Establishes competitive grants for community colleges and consortia of 2-year public colleges to expand workforce training, education, research, and outreach in agriculture and natural resources

Authorizes $20,000,000 annually for fiscal years 2026 through 2031 to fund the grant program

Permits grant funds to be used for equipment purchases, faculty development, apprenticeships, educational programming on agricultural jobs, and farm business management subjects like accounting and finance

Gives priority to applicants coordinating with local agriculture industry operators to provide experiential training opportunities for students

Creates a "center of excellence for agriculture advancement" designation that eligible entities may apply for to demonstrate best practices and provide regional or national leadership in capacity building
