Requires the Secretary of Agriculture to offer advance partial Price Loss Coverage (PLC) payments to farmers for crop year 2025 within 90 days of enactment, if market price projections indicate payments will be needed

Advance payments must be between 40% and 50% of the projected total PLC payment for eligible covered commodities

Farmers who receive advance payments will get a subsequent payment after the marketing year ends, equal to the final calculated payment minus the advance already received

Authorizes the Secretary to recover advance payments if they later prove to have been unwarranted for a particular commodity

Requires the Secretary of Agriculture to issue implementing rules within 60 days of enactment
