Redesignates Apostle Islands National Lakeshore (established under Public Law 91-424) as "Apostle Islands National Park and Preserve," comprising two distinct units: Apostle Islands National Park and Apostle Islands National Preserve

Prohibits hunting and trapping within the National Park portion, except where permitted under tribal treaties, statutes, or executive orders; allows continued hunting and trapping in the National Preserve under existing regulations

Maintains fishing throughout the entire Park and Preserve under the same administration as before, in accordance with existing Public Law 91-424

Requires visitor centers to include interpretive signage describing regional history, including Ojibwe tribes, European settlers, fur trade, logging, stone quarries, lighthouses, and commercial fishing

Explicitly preserves all tribal treaty rights, including rights to hunt, trap, fish, and gather within park boundaries
