Comptroller General must complete a study within 1 year on data gaps affecting federal agencies that provide recovery grants to Puerto Rico

Study must catalog all grants supporting Puerto Rico's recovery from Hurricanes Irma, María, and Fiona, the 2020 earthquakes, and the COVID-19 pandemic, specifying grant type, amount, and associated disaster

Report must assess how statistical products are used throughout the grant process, evaluate critical data needs and limitations (coverage gaps, reporting delays, reliability issues), and describe how data gaps have impeded grant allocation and management

Federal officials must respond to Comptroller General information requests within 90 days

Study covers 22 federal agencies including FEMA, HUD, EPA, SBA, Army Corps of Engineers, and multiple cabinet departments
