Amends the Indian Trust Asset Reform Act to allow tribal organizations to participate in the Indian trust asset management project on behalf of Indian tribes, with authorization from the tribe's governing body

Expands the scope of trust asset management plans to cover all trust assets and related transactions, including surface leasing, forest management plans, and forest land management activities without requiring Secretary approval

Defines "trust assets" to include trust lands, natural resources, trust funds, and other assets held by the federal government for tribes and individual Indians, as well as resources included in approved management plans

Establishes a process for tribes or tribal organizations to propose amendments to approved Indian trust asset management plans, with Secretary review using existing criteria

Preserves federal funding eligibility for tribes operating under approved trust asset management plans and clarifies that the legislation does not enhance, diminish, or otherwise affect the federal trust responsibility to Indian tribes
