Directs the Appraisal Subcommittee to establish a cloud-based "Portal for Appraiser Credentialing and AMC Registration Information" as a central repository for appraiser license, certification, and registration applications and renewals

Requires the Attorney General to provide state regulators access to criminal history information for appraiser and appraisal management company (AMC) background checks, with the Appraisal Subcommittee serving as a channeling agent between the FBI and states

Preserves state authority to independently act on license, certification, and registration applications while streamlining fee collection and information transmission through the Portal

Establishes an advisory committee with representatives from industry associations, appraisers, lenders, AMCs, and state licensing agencies to advise on Portal development

Authorizes the Appraisal Subcommittee to charge revenue-neutral user fees to fund the Portal and provide grants to state agencies for connecting their systems to the Portal
