Secretary of State and Secretary of Defense must submit a report to Congress within 180 days on emerging military, cyber, hybrid, and political threats to Estonia, Latvia, and Lithuania

Report must assess the roles of Russia, Belarus, China, Iran, and other malign actors in advancing threats against the Baltic countries

Report must evaluate current U.S. and NATO force posture in the region and identify opportunities to enhance bilateral and multilateral defense cooperation

Report must include recommendations for strengthening deterrence posture, cybersecurity infrastructure, and democratic resilience in the Baltic states

Report submitted in unclassified form to House and Senate Foreign Affairs/Relations and Armed Services committees, with option for classified annex
