Amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to require EPA to coordinate with the Secretary of Agriculture when developing risk mitigation measures for registered pesticides

EPA must conduct and publish economic analyses determining costs to growers, state agencies, and other entities for implementing pesticide risk mitigation measures, including labeling changes

For pesticide registration and review, EPA must coordinate with USDA's Office of Pest Management Policy to obtain agronomic use data and information on availability and economic viability of pesticide alternatives

Requires EPA to coordinate with USDA, Interior, and Commerce on implementing Endangered Species Act reasonable and prudent actions affecting registered pesticides, including providing feedback on measures affecting end users

Allows coordination requirements to be waived or modified for specific actions if agreed upon by EPA, USDA, and the pesticide registrant, with the agreement published in the public docket
