Exempts qualifying geothermal activities from NEPA environmental review requirements, Endangered Species Act Section 7 consultation, and allows operations to begin 30 days after state permit submission

National Historic Preservation Act requirements apply only in states without their own historic preservation laws

Preserves federal royalty obligations for geothermal electricity production and byproducts, and authorizes Secretary to conduct onsite inspections for production accountability

Excludes Indian lands from these provisions, including reservations, pueblos, rancherias, and trust lands held for tribes or individual Indians
