Amends the National Flood Insurance Act of 1968 to require FEMA to publicly release all flood risk data, models, assessments, and analytical tools used to set flood insurance rates and elevations

Mandates disclosure of current and historical policy information (amount and term) and claims information (date and amount paid) for all properties covered or previously covered by the National Flood Insurance Program

Requires creation of an open source data system providing immediate electronic public access to individual property risk data, loss ratios, and identification of multiple-loss properties lacking mitigation measures

Establishes within 1 year a publicly searchable database on each participating community, including compliance status, enforcement actions, number of pre- and post-flood-map properties, and percentage of community in special flood hazard areas

Protects personally identifiable information by requiring data be disclosed at the ZIP Code or census block level without revealing individual property owner identities
