Allows individuals with diagnosed mental health conditions transitioning from Department of Defense to VA healthcare to continue receiving treatment from their existing DoD mental health care provider

Grants covered individuals the same scheduling priority as active-duty Armed Forces members at military medical treatment facilities where they elect to continue care

Requires the Secretary of Veterans Affairs to reimburse the Secretary of Defense for mental health services provided to transitioning individuals under this program

If the DoD mental health provider leaves the facility, the individual may choose either a different provider at the same military facility or transition to a VA provider

Mandates transfer of all related mental health records from DoD providers to the VA's electronic medical record system upon the individual's eventual transition to VA care
