Requires coin designs to replicate the 1926 Sesquicentennial $2.50 gold coin, featuring allegorical liberty with the Declaration of Independence on the obverse and Independence Hall on the reverse, with inscriptions "Semiquincentennial of the United States" and "1776–2026."

Expresses the sense of Congress that coins should be minted and issued by July 4, 2026, or as soon as technically and economically feasible.

Directs the U.S. Mint to conduct a comprehensive study evaluating the feasibility of minting a $2.50 coin for wide circulation, including production costs, transaction efficiency benefits, stakeholder consultations, and potential seigniorage revenue.

Requires a report to the House Financial Services Committee and Senate Banking Committee by September 15, 2026, detailing study findings and a plan for potential $2.50 coin circulation including Federal Reserve coordination and phased rollout.
