Department of the Interior must identify standard procedures and guidelines for geothermal leasing and permitting on federal lands within 1 year of enactment

A "Gold Book" containing these procedures must be published within 180 days after identification, for use by Bureau of Land Management field offices and geothermal operators

Required consultation with relevant federal agencies, BLM field offices, developers, and other experts before publication

Gold Book must cover land use planning, lease sales, exploration, permitting, compliance, construction, drilling, production, appeals, and relevant categorical exclusions

Department of the Interior must review the Gold Book at least every 5 years and revise as necessary
