Prohibits the HUD Secretary from limiting or restricting Continuum of Care grants to organizations that require supportive services (counseling, job training, addiction treatment) or impose preconditions like sobriety for program participants

Protects faith-based organizations' eligibility for Continuum of Care funding regardless of their service requirements

Requires at least 50% of annual Continuum of Care funds to be used by entities that provide or offer access to wraparound services

Mandates the Secretary submit annual compliance certifications and reports to the House Financial Services Committee and Senate Banking Committee within 180 days after each fiscal year

Amends the McKinney-Vento Homeless Assistance Act by adding a new Section 436 on fund availability requirements
