Responds to VA actions including the rescission of VHA Directive 1341(4) on "Providing Health Care for Transgender and Intersex Veterans" (originally published May 23, 2018) and the phasing out of gender dysphoria treatments

Amends title 38, United States Code by adding new Section 1709D to codify gender identity nondiscrimination protections in veterans' healthcare
